The leader of the Islamist group known as the Caucasus Emirate has ordered fighters under his command to halt further attacks on Russia’s civilian population.

In a four-minute video clip posted on February 3 on the website Kavkaz Center, Doku Umarov says developments in Russia show that the civilian population does not support Russian leader Vladimir Putin’s “Chekist” regime, which is treating them as “hostages.”

Umarov said the insurgents are obliged by their religion not to harm Russians who do not participate in or support the Russian leadership’s war against Muslims.

Umarov said any militants in the Caucasus and sabotage groups considering attacks in Russia should ensure that they do not injure civilians.

He said Russian military and security personnel as well as the pro-Moscow Chechen leadership remain legitimate targets.
